Requirements for？Qualification of Bidder
1)是否接受代理商投標：接受，代理商應得到制造商同意其在本次投標中提供該貨物的正式授權書。

3)制造商應具有中國國家質監局頒發的特種設備制造許可證 、特種設備型式試驗證書和壓力設備(PED)認證證書中的至少一種，且所有證書均應在有效期內,投標時提供有效證書復印件；
The manufacturer？should hA/Ve？at least one certificate through the Manufacturer license of Special？Equipment？People's？Republic of China issued？by General Administration of？Quality Supervision(Certificate level for cryogenic valves:A2(2))、Certificate？for Type Test of Specific Equipment and certificate？for pressure equipment ，and the certification should be？within the period of validity.
4)球閥制造商必須具有API 607或API 6FA或ISO10497防火證書，認證機構應為Lloyd's、BV或DNV等，且認證范圍要包括本次投標所提供的閥門類型、口徑及壓力等級范圍，投標時提供有效證書復印件。
？？？？Vendor？should provide API 607 or API 6FA or ISO10497 fire test？certification offered byLloyd's, BV or DNV. The certification should cover all？valve type, size and？pressure class in this project，Provide copies of valid certificates.
2.2 業績要求：
Requirement for？Bidder's reference:
自2006年1月1日至2018年12月31日 具有至少2座國內LNG接收站 深冷蝶閥運行業績，其中有一個單項合同供貨業績包含各規格深冷蝶閥供貨總數不低于10臺，且此單項合同中至少有1臺尺寸≥36寸且磅級≥150LB的深冷蝶閥。
From January 1,2006 to December 31, 2018(time of contract？Signned), there are？at？least two domestic LNG receiving stations (no？less than 2 million tons/year) operating？of cryogenic？butterfly valves. Among them, there is a single contract supply performance？that includes the total number of cryogenic butterfly valves of all？specifications not less than 10, and at least one cryogenic butterfly valve with？size greater than 36 inches and pound class greater than 150 LB.

投標人須提交有效的業績表和相關證明文件 。業績證明文件必須至少體現以下內容：合同簽署時間、貨物名稱及類型 、裝置名稱及規模 、供貨數量、閥門尺寸、磅級。未提交業績證明文件，或所提供的業績證明文件無法驗證前述信息，均視為無效業績。
Bidders shall submit valid？performance statements and relevant supporting documents (1. Relevant chapters？copies of contract, and 2. User's on-site commissioning report or user's？certificate of use).The relevant？documentary evidence must embody at least the？following contents: the signing time of the contract, the name of the goods,the type of the goods (Cryogenic butterfly valve), the name and scale of？the equipment (LNG receiving stations no less than 2million tons per year ),the quantity of goods supplied, the size and class of valve. Failure to submit？a relevant documentary evidence for their reference or failure to verify the？above information will be regarded as invalid performance.
授標前招標人保留調查考察業績是否良好運行的權利，一旦查實不良表現，按業績造假處理。任何時間發現標書中文件造假或不真實，除沒收投標保證金外，對已中標的取消中標資格，同時招標人保留索賠權利。
The purchaser retains right to？investigate whether the bidder's performance is in good operation. once any poor performance is？verified, its will be deemed as fraud. If the performance certificates in the？Bidding documents are found to be disinformated or false at any time, the？bidder shall be disqualified from winning the bid except for the confiscation？of the bid security, and the purchaser shall retain the right to claim？compensation.
