3、投標人資格要求
投標人應(yīng)具備的資格或業(yè)績:（1）投標人必須是自主合法技術(shù)專利擁有者。2012年1月1日至今，投標人應(yīng)具有中國關(guān)境內(nèi)單線10萬噸/年及以上規(guī)模（以EVA產(chǎn)品計）釜式法EVA裝置在運行或在建工程業(yè)績1套。并提供合同復(fù)印件及使用廠家聯(lián)系方式，以便核查。以上在建工程業(yè)績包括所有正在施工、正在設(shè)計或已召開啟動會的項目
Bidder must be legal patent owner of technology. From January 1, 2012 to now, the bidder shall have the performance of one set of Autoclave EVA unit in operation or under construction with the scale of single line 100Kt/a and above within China Mainland. A copy of the contract, the name and contact number of the person in charge of the user unit shall be provided for verification。The above performance of under construction include all projects that are under construction, process package design or have held kick-off meetings
(2) 投標人須提供各種（合格有效的）資質(zhì)證書的復(fù)印件：如營業(yè)執(zhí)照、經(jīng)營許可證等；
Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The copy must be signed or sealed by the bidder).
(3) 投標人開戶銀行在開標日前三個月內(nèi)開具的資信證明的原件或該原件的復(fù)印件（由投標人代表簽字或蓋章）。
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).
（4）提供2018年至2020年的財務(wù)會計報表，如果投標人是股份有限公司的分公司（或科研院所），可以只提供資產(chǎn)負債表、現(xiàn)金流量表、利潤表的復(fù)印件，加蓋投標人公章。
Provide Financial Status Reports for the years from 2018 to 2020. If the bidder is a branch of a limited company (or a research institute), financial reports can be limited to duplicates of balance sheet, cash flow statement, and income statement. Bidding Company’s stamp is required on the reports.
(5) 信譽要求： Requirements for reputation
5.1在最近3年內(nèi)未發(fā)生重大設(shè)計質(zhì)量問題。
No major design quality problems have occurred in the last three years.
5.2未被工商行政管理機關(guān)在全國企業(yè)信用信息公示系統(tǒng)（www.gsxt.gov.cn）列入嚴重違法失信企事業(yè)名單。
It has not been included in the list of serious illegal and dishonest enterprises and institutions by the administrative department for Industry and Commerce in the national enterprise credit information publicity system (www.gsxt. Gov.cn).
5.3未被最高人民法院在“信用中國”網(wǎng)站（www.creditchina.gov.cn）列入失信被執(zhí)行人名單；未被中國執(zhí)行信息公開網(wǎng)*列入失信被執(zhí)行人名單。
It has not been included in the list of dishonest persons executed by the Supreme People's Court on the "credit China" website . It has not been included in the list of dishonest persons to be executed on the China Information Disclosure website（ http://zxgk.court.gov.cn/ ）.
5.4投標人或其法定代表人、擬委任的項目負責(zé)人無行賄犯罪行為。
The bidder or its legal representative and the person in charge of the project to be appointed are not guilty of bribery.
5.5按照《中國石油天然氣集團有限公司投標人失信行為管理辦法》開標當日未被(請登錄)暫停或取消投標資格。
According to nesty="" bidders="" china="" national="" petroleum="" corporation="" style="word-break: break-all; text-size-adjust: none;">, the Bidding qualification was not suspended or disqualified by the bidding network of CNPC on the day of bid opening
(6) 提供的PDP文件交付進度要求：PDP初版文件可分批次提供，全部交付時間不得超過開工會后的6個月，其中支持壓縮機采購的關(guān)鍵設(shè)備數(shù)據(jù)表，交付時間不得超過開工會后的3個月。
PDP delivery schedule requirements: Preliminary PDP can be provided in batches, and the total delivery time shall not exceed 6 months after the Kick-off meeting. Among them, the delivery time of key equipment data sheets used to order compressors shall not exceed 3 months after the Kick-off meeting.
提供的EPDP文件交付進度要求：EPDP初版文件可分批次提供，全部交付時間不得超過開工會后的11個月。
EPDP delivery schedule requirements: Preliminary EPDP can be provided in batches, and the total delivery time shall not exceed 11 months after the Kick-off meeting.
