（1）資格要求

A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商或者授權(quán)代理商。如果投標(biāo)人是代理商，則須提供制造商有效授權(quán)書（授權(quán)書格式見第一冊 第四章 IV-9-4 ）；如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo)，否則相關(guān)的所有投標(biāo)將被拒絕。同一產(chǎn)品制造商和代理商同時(shí)參與投標(biāo)，應(yīng)當(dāng)否決該制造商和代理商的投標(biāo)。
The bidder shall be the manufacturer or agent of the bidding products. If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected. If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.
投標(biāo)文件中提供制造商授權(quán)書的中標(biāo)候選人，應(yīng)在中標(biāo)候選人公示后 3個(gè)工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達(dá)招標(biāo)人聯(lián)系人進(jìn)行核驗(yàn)，對于國外制造商授權(quán)書原件，投標(biāo)人提前準(zhǔn)備以滿足核驗(yàn)原件期限要求。投標(biāo)文件中提供的制造商授權(quán)書可在制造商官方網(wǎng)站上查詢并核驗(yàn)一致的或紙質(zhì)投標(biāo)已遞交制造商授權(quán)書原件的，可免于送交原件核驗(yàn)。核驗(yàn)結(jié)果不一致的，將按照提供虛假投標(biāo)資料處理；未能在規(guī)定期限內(nèi)提供原件的，將視為不如實(shí)提供材料處理。上述兩類情況將取消中標(biāo)候選人資格及中標(biāo)資格，并按照中國海油相關(guān)制度規(guī)定給予禁用等處理。
The winning candidates who provide the Manufacturer's authorization letter in the bidding documents shall deliver the original of the Manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned or printed documents shall be rejected) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the deadline requirement for verification of original. The manufacturer's authorization letter provided in the tender documents can be searched and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it shall be deemed as providing false bidding materials. Failure to provide the original documents within the prescribed deadline shall be deemed as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

投標(biāo)產(chǎn)品制造商應(yīng)取得覆蓋本次投標(biāo)產(chǎn)品（18臺(tái)偏心旋轉(zhuǎn)閥的型號(hào)、口徑和壓力等級(jí)）且有效的TSX《特種設(shè)備型式試驗(yàn)證書》。
Bidder shall provide manufacturer's ″Special Equipment Type Test Certificate” within the validity period. The approval scope of the certificate shall covers the scope of this bidding （mode, calibration, pressure of the 18 sets eccentric rotary valve）.
（3）業(yè)績要求Requirement for Bidder's reference:
2015年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)人所投產(chǎn)品的制造商在中國境內(nèi)至少具有1個(gè)應(yīng)用于聚碳裝置，滿足單個(gè)合同供貨數(shù)量不少于10臺(tái)的氣動(dòng)偏芯旋轉(zhuǎn)閥供貨業(yè)績，且此單個(gè)合同中至少1臺(tái)氣動(dòng)偏芯旋轉(zhuǎn)閥的閥體尺寸不小于12寸。
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的偏芯旋轉(zhuǎn)閥的業(yè)績，視為投標(biāo)人所投偏芯旋轉(zhuǎn)閥的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投偏芯旋轉(zhuǎn)閥的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bid pneumatic eccentric rotary control valve shall have at least one supply contracts performance of pneumatic eccentric rotary control valve for PC Plant within P.R.China, and each supply performance contract shall include at least 10 pneumatic eccentric rotary control valves, with at least one set of the body size no less than 12 inches .
The performance of the eccentric rotary control valve submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the eccentric rotary control valve submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the eccentric rotary control valve submitted in this bid and the manufacturer of the eccentric rotary control valve meeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱（偏芯旋轉(zhuǎn)閥）、閥門尺寸、閥門型式（氣動(dòng)）、閥門數(shù)量及到貨驗(yàn)收材料。到貨驗(yàn)收材料包含但不限于：發(fā)票復(fù)印件、驗(yàn)收單、入庫單或用戶證明等（以上內(nèi)容至少提供一項(xiàng)）。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods(Eccentric Rotary Control Valve), valve size, valve type(pneumatic), quantity and acceptance certificate. For the acceptance certificate shall include but not limited to: the copy of invoice, an inspection certificate, warehouse warrant, or statement of end-user ( at least one of them to be provided).
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
如果投標(biāo)人是代理商,除提供上述所投產(chǎn)品制造商的業(yè)績外，還應(yīng)額外提供至少1項(xiàng)2022年1月1日至本次投標(biāo)截止日期間的代理同一制造商集團(tuán)閥門的銷售業(yè)績，并提供相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于銷售合同復(fù)印件，至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、代理商名稱、貨物名稱。未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
In addition to the performance of the bidding goods of the manufacturer, If the bidder is an agent, the bidder shall have sales performance of valve of the same manufacturer group from January 1st, 2022 to the deadline of the bid submission date, and provide corresponding documentary evidence. The sales performance documentary evidence includes but not limited to a copy of the sales contract, which should at least reflect the following contents: the date of contract signing, the contract signing page (domestic trade contracts should have signatures and seals from both parties, international trade contracts should have signatures or seals from both parties), the name of the manufacturer and the agent, and the name of the goods. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

10. 提示Notes
投標(biāo)人進(jìn)入開標(biāo)大廳后，需要進(jìn)行簽到操作，等待開標(biāo)主持人指令。允許解密后，投標(biāo)人點(diǎn)擊解密按鈕進(jìn)行解密投標(biāo)文件（需解密前在電腦上插入當(dāng)前賬號(hào)綁定的CA），輸入正確的CA密碼。（請注意：如投標(biāo)人未在投標(biāo)截止時(shí)間/開標(biāo)時(shí)間前進(jìn)行簽到，原則上將無法進(jìn)行解密，將被視為撤回其投標(biāo)文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標(biāo)文件解密時(shí)限為60分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)電子招標(biāo)投標(biāo)辦法？的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標(biāo)人對開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場提出，招標(biāo)人當(dāng)場做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場提出的開標(biāo)異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
