中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海殼牌石油化工有限公司（以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招標條件

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

資金到位或資金來源落實情況：已落實。

2.  招標內容：Bidding Contents:

貨物名稱：裂解爐減溫器

Name of Goods: Cracking Furnace Desuperheater

數量：9套

Quantity: 9 sets

主要技術規格：

1）8臺減溫器為10”2500lb BW，1臺減溫器為8”2500lb BW。

2）減溫器必須全部滿足下列控制性能要求：出口溫度控制精度<±3℃；減溫水調節閥可調比≥（50：1）。

Main Specifications:

1) Eight desuperheaters are designated as 10" and 2500lb BW, and one desuperheater is designated as 8" and 2500lb BW.

2) The desuperheaters must all meet the following control performance requirements: outlet temperature control accuracy is <±3℃, the adjustable ratio of cooling water control valve is ≥ (50:1).

3. 對投標人的資格和業績要求：

Requirements for Qualification and reference of Bidder:

（1）資格要求

Requirements for Qualification of Bidder

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招標不接受代理商投標。投標人應是投標貨物的制造廠商（包括制造廠商所在集團內負責銷售的公司）。如果投標人是制造廠商所在集團內負責銷售的公司，應提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。

B. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

E.其它：投標人必須提供所供防爆電子式儀表的廠家名稱及相應防爆電子式儀表的國家授權防爆認證機構頒發的《產品防爆合格證》。國家授權防爆認證機構包括NEPSI、CQST 和PCEC，也包括由國家認證認可監督管理委員會授權的國際權威認證機構，如：IECEx、ATEX等。

E. Others: the bidder must provide the name of the supplier that supply explosion-proof electronic instruments and the "Product Explosion-proof Conformity Certificate" issued by the national authorized explosion-proof certification institutions for the explosion-proof electronic instruments supplied. The national authorized explosion-proof certification institutions include NEPSI, CQST and PCEC, as well as the international authoritative certification institutions authorized by the Certification and Accreditation Administration of the People's Republic of China, such as IECEx and ATEX.

（2）資質要求

投標產品的制造商應具有有效的《中華人民共和國特種設備制造許可證》（壓力管道元件制造）及《特種設備型式試驗證書》（壓力管道元件），范圍覆蓋所投標調節閥的規格。投標時需提供證書原件掃描件（原件備查）。

The manufacturer of the bidding product shall have a valid“Special Equipment Production License of the people's Republic of China”(for the manufacture of pressure pipeline components) and Special Equipment Type Test Certificate”(for pressure pipeline components) that cover the specifications of biding control valves. The scanned copy of the original certificate shall be provided during bidding (the original for reference).

（3）業績要求Requirement for Bidder's reference:

2015年1月1日至投標截止日（以合同簽署時間為準），所投產品的制造商在中國境內至少具有1個合同的乙烯裝置裂解爐減溫器供貨業績，單個合同供貨數量不少于8套，且該合同中必須包含至少有1套減溫器同時滿足可變節流孔型結構、壓力等級不低于2500LB和口徑尺寸不小于10英寸的技術要求。型號應與所投產品型號一致。

如果投標人為制造商所在集團內負責銷售的公司，應提供該制造商的業績。
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：1）銷售合同復印件。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽字頁、制造商名稱、裝置名稱、貨物名稱（裂解爐減溫器）、貨物數量、型號、結構、壓力等級和口徑尺寸。
未提交業績證明文件，或所提供的業績證明文件無法體現以上信息的，均視為無效業績。

From January 1, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bidding product shall have at least 1 contract for supply performance of cracking furnace desuperheaters for Ethylene Plant in China, the supply quantity of a single contract is not less than 8 sets, and this contract must include at least one set of desuperheater that meet the technical requirements of variable orifice structure, the pressure class not less than 2500LB and the caliber size of not less than 10". Its model should be consistent with the model of the bidding product.

If the bidder is a company responsible for sales within the manufacturer's group, the performance of that manufacturer shall be provided.

The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, page of contract signature, name of manufacturer, name of the plant, name of goods (cracking furnace desuperheater), supply quantity, structure type, pressure rating and caliber size. 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the aforesaid information, the relevant reference will be deemed invalid.

4.  有興趣的投標人可通過以下方式獲取招標文件：從2025年3月18日開始至2025年3月25日止，請登錄中國海油采辦業務管理與交易系統(https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。投標人須在線填寫購買招標文件登記表，并在線支付標書款，支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元購買招標文件的投標人，需電匯至以下賬號：收款人：中化建國際招標有限責任公司，收款行名稱：INDUSTRIAL AND COMMERCIAL BANK OF CHINA, Beijing National Cultural and Financial Cooperation Demonstration Zone Jinjie Sub-branch，收款人賬號：0200000709117000351，SWIFT CODE: ICBKCNBJBJM，收款行地址：No. 237 Wang fu jing Street, Dong cheng District, Beijing, China PR: 100006。

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from March 17, 2025 to March 25, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:

5. 投標文件遞交截止時間和方式：所有投標文件都應附有按規定提交的投標保證金，并于2025年4月8日上午9:00（北京時間）前線上提交至中國國際招標網站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。

The deadline and method for submission of bid: All bids must be accompanied by a bid security as specified and must be submitted online on China International Bidding website (http://www.chinabidding.com) at or before 9:00 am (Beijing Time) on April 8, 2025. Any bid beyond the required time and date shall be subject for rejection.

6. 開標時間：定于2025年4月8日9:00時（北京時間）開標。

Bid-opening time: Bids will be opened at 9:00 a.m (Beijing time) on April 8, 2025.

投標人獲取招標文件后需登錄機電產品招標投標交易平臺辦理CA鎖CA鎖便于用來線上投標時使用，咨詢全流程操作電話：4000606000-1。

After obtaining the bidding documents, the bidder shall log on the trading platform of bidding and tendering for mechanical and electrical products to handle the CA lock, which is convenient for online bidding. For consultation, the whole process can be operated by 4000606000-1. 

8. 本次招標公告同時在中國國際招標網站（http://www.chinabidding.com）、中國采購與招標網（http://www.chinabidding.com.cn）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。

This Invitation for Bids will be published on China International Bidding website (http://www.chinabidding.com) ，China Procurement and Tendering website （http://www.chinabidding.com.cn）and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) at the same time.

9. 投標人在投標前應在必聯網（https://www.ebnew.com）或機電產品招標投標電子交易平臺（https://www.chinabidding.com）完成注冊及信息核驗。評標結果將在機電產品招標投標電子交易平臺（http://www.chinabidding.com）和中海油采辦業務管理與交易系統（https://buy.cnooc.com.cn）上發布。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results  will be published on the website (http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .

10.提示Notes

投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）

The bidder need to sign in and wait for instruction issued by the host after entering the virtual bid opening hall online. After the decryption is allowed, the bidder click the decryption button to decrypt the bid document (insert the CA bound to the current account on the computer before decryption) and enter the correct CA password. (PS: The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

投標文件解密時限為60分鐘。投標人未在上述解密時限內完成解密視為解密失敗，根據？電子招標投標辦法？的規定，視為投標人撤回投標文件。

The decryption time limit of the bid documents is 60 minutes. It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標人對開標有異議的，應當在開標現場提出，招標人當場做出答復，并制作記錄。未在線上開標現場提出的開標異議，不予受理。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
