完成可行性研究更新日期：中標(biāo)通知書發(fā)放60個(gè)日歷天內(nèi)完成可行性研究更新報(bào)告，業(yè)主評審?fù)ㄟ^后30個(gè)日歷天提交合格的可行性研究更新報(bào)告終稿。
Completion date of feasibility study update: the feasibility study update report shall be completed within 60 calendar days after the issuance of the Letter of Acceptance, and the final draft of the qualified feasibility study update report shall be submitted within 30 calendar days after the review and approval of the Owner.
完成初步設(shè)計(jì)日期：與可行性研究報(bào)告編制交叉進(jìn)行，在發(fā)包人正式書面通知書發(fā)出90個(gè)日歷天內(nèi)。
Completion date of preliminary design: within 90 calendar days after the Employer's formal written notice is issued, the completion date of preliminary design shall be overlapped with the preparation of the feasibility study report.

Udon South項(xiàng)目已經(jīng)獲得土地使用權(quán)和采礦牌照，具備工程設(shè)計(jì)的基本條件。由于德國EGB編制的可行性研究報(bào)告距今已有13年時(shí)間，井采鉀鹽礦開發(fā)的技術(shù)、設(shè)備、材料、工藝、物價(jià)都發(fā)生了較大變化，因此在Udon South項(xiàng)目2012年EGB可行性研究報(bào)告基礎(chǔ)上，開展可行性研究更新是必要的。同時(shí)，按照中國及國投集團(tuán)對大型礦山項(xiàng)目基本建設(shè)程序管理規(guī)定，需開展項(xiàng)目初步設(shè)計(jì)工作。根據(jù)前期溝通，APPC決定將Udon South項(xiàng)目可行性研究更新與初步設(shè)計(jì)工作分為″加工廠及基礎(chǔ)設(shè)施工程可行性研究更新與初步設(shè)計(jì)”和″礦山工程可行性研究更新與初步設(shè)計(jì)”兩個(gè)項(xiàng)目進(jìn)行招標(biāo)。
The Udon South project has obtained the land use right and mining license, and has the basic conditions for engineering design. It has been 13 years since the feasibility study report was prepared by German EGB, and the technology, equipment, materials, process and price of potash mine development have changed greatly, so it is necessary to update the feasibility study on the basis of the 2012 EGB feasibility study report of Udon South Project. At the same time, according to the regulations of China and SDIC Group on the management of capital construction procedures for large-scale mining projects, the preliminary design of the project needs to be carried out. According to the preliminary communication, APPC decided to divide the update of feasibility study and preliminary design of Udon South Project into two projects for tendering, namely "update of feasibility study and preliminary design of processing plant and infrastructure engineering" and "update of feasibility study and preliminary design of mining engineering".
在Udon South鉀鹽項(xiàng)目銀行融資可行性研究的基礎(chǔ)上，根據(jù)發(fā)包人的要求，對礦山工程進(jìn)行可行性研究更新、初步設(shè)計(jì)以及中國和泰國政府主管部門要求的其他設(shè)計(jì)支持工作，并配合地面加工廠及基礎(chǔ)設(shè)施工程設(shè)計(jì)單位（牽頭單位）完成項(xiàng)目的整體設(shè)計(jì)工作，滿足項(xiàng)目的建設(shè)要求。在滿足采礦特許權(quán)證規(guī)定的相關(guān)條件情況下，礦山建設(shè)規(guī)模要保證在生產(chǎn)期內(nèi)能滿足地面加工廠210萬噸/年氯化鉀產(chǎn)能的需求。項(xiàng)目規(guī)劃氯化鉀產(chǎn)能210萬噸/年，K2O≥60%。
Based on the bank financing feasibility study of Udon South potash project, according to the requirements of the Employer, carry out feasibility study update, preliminary design and other design support work required by the competent authorities of the Chinese and Thai governments for the mine project, and cooperate with the ground processing plant and infrastructure engineering design unit (lead unit) to complete the overall design of the project. Meet the construction requirements of the project. Under the condition of meeting the relevant conditions stipulated in the mining concession certificate, the construction scale of the mine shall ensure that the demand of 2.1 million tons/year potassium chloride production capacity of the ground processing plant can be met during the production period. The planned potassium chloride production capacity of the project is 2.1 million tons/year, and K 2 O ≥ 60%.
礦山工程設(shè)計(jì)單位與加工廠及基礎(chǔ)設(shè)施工程設(shè)計(jì)單位的責(zé)權(quán)、義務(wù)屆時(shí)由發(fā)包方和兩家設(shè)計(jì)單位簽訂補(bǔ)充協(xié)議確定。
The responsibilities, rights and obligations of the mining engineering design unit, the processing plant and the infrastructure engineering design unit shall be determined by the supplementary agreement signed by the owner and the two design units.

(1) Bidders within the territory of the People's Republic of China must have Grade A comprehensive qualification of engineering design or Grade A qualification of engineering design in chemical, petrochemical and pharmaceutical industries or Grade A qualification of engineering design in coal industry or Grade A qualification of engineering design in coal industry mine professional class;
（2）中華人民共和國境外的投標(biāo)人根據(jù)所在國家或地區(qū)的法律法規(guī)，必須持有設(shè)計(jì)執(zhí)業(yè)許可或經(jīng)營許可。
(2)Bidders outside the People's Republic of China must hold a design practice license or business license in accordance with the laws and regulations of their country or region 。

投標(biāo)人業(yè)績要求：投標(biāo)人自2015年1月1日至投標(biāo)截止日（以合同簽訂時(shí)間為準(zhǔn)）應(yīng)具有至少1個(gè)地下鉀鹽礦山（原礦規(guī)模200萬噸/年及以上）設(shè)計(jì)或地下礦山開采工程（原礦規(guī)模600萬噸/年及以上）設(shè)計(jì)的業(yè)績（業(yè)績需提供合同封面頁、服務(wù)范圍頁、簽字蓋章頁，若合同中無法體現(xiàn)設(shè)計(jì)內(nèi)容，投標(biāo)人在業(yè)績列表中的描述可認(rèn)定為有效業(yè)績，若業(yè)績僅為可行性研究項(xiàng)目，不能認(rèn)定為有效業(yè)績）。
Performance requirements of the bidder: from January 1, 2015 to the bid deadline (subject to the time of signing the contract), the bidder shall have the performance of designing at least one underground potash mine (with a raw ore scale of 2 million tons/year or above) or underground mining project (with a raw ore scale of 6 million tons/year or above) (the performance shall be provided with the contract cover page, the service scope page, Signature and seal page, if the contract cannot reflect the design content, the bidder's description in the performance list can be recognized as valid performance, if the performance is only a feasibility study project, it can not be recognized as valid performance).
