近年來，里水鎮(zhèn)聚焦高質(zhì)量發(fā)展，主動(dòng)擁抱粵港澳大灣區(qū)，搶抓“雙區(qū)驅(qū)動(dòng)”發(fā)展機(jī)遇，加快推動(dòng)城鄉(xiāng)融合發(fā)展，努力將里水建設(shè)成為環(huán)境更美、產(chǎn)業(yè)更強(qiáng)、治理更優(yōu)、群眾幸福感更高的南海區(qū)城鄉(xiāng)全面融合發(fā)展標(biāo)桿鎮(zhèn)和粵港澳大灣區(qū)最美嶺南水鄉(xiāng)，不斷擦亮“夢(mèng)里水鄉(xiāng)”品牌。

In recent years, Lishui Town has focused on high-quality development, actively embraced the Guangdong-Hong Kong-Macao Greater Bay Area, seized the "dual-zone drive" development opportunity, accelerated the development of urban and rural integration, and strived to build Lishui into a more beautiful environment, stronger industry, and better governance. The urban and rural areas of Nanhai District, which hA/Ve a better quality and a higher sense of well-being of the people, are fully integrated and developed as a benchmark town and the most beautiful Lingnan water village in the Guangdong-Hong Kong-Macao Greater Bay Area.

為實(shí)現(xiàn)里水鎮(zhèn)城鄉(xiāng)共融，里水鎮(zhèn)順勢而為，因地制宜，利用里水河沿岸區(qū)域本身地理地貌進(jìn)行規(guī)劃和建設(shè)，合理利用資源和成本，以“產(chǎn)-城-人-文”深度融合發(fā)展為理念，規(guī)劃打造一座里湖新城，目標(biāo)是打造粵港澳大灣區(qū)綠色健康產(chǎn)業(yè)示范區(qū)、廣佛都市圈時(shí)尚水都和RBD核心區(qū)、嶺南廣府文化產(chǎn)業(yè)高端資源集聚區(qū)。

In order to achieve the integration of urban and rural areas in Lishui Town, Lishui Town took advantage of its situation, adapted measures to local conditions, used the geographical features of the Lishui River for planning and construction, rationally used resources and costs, take the deeply integrated "Industry-City-Humanity-Culture" as development concept to build a Lihu New Town. The goal is to build a demonstration zone of green healthcare industry in the Guangdong-Hong Kong-Macao Greater Bay Area, a fashionable water capital of the Guangzhou-Foshan metropolitan area, the RBD core area, and a high-end resource gathering area for Lingnan Guangfu.cultural industries.

為進(jìn)一步推進(jìn)里湖新城實(shí)施工作，打造里湖新城核心景觀示范區(qū)，按高標(biāo)準(zhǔn)規(guī)劃建設(shè)里湖中央公園、中軸線城市客廳、中央濱水帶等項(xiàng)目，落實(shí)“高標(biāo)準(zhǔn)規(guī)劃”，加快有序地推進(jìn)項(xiàng)目建設(shè)，特開展“里湖新城核心區(qū)景觀方案設(shè)計(jì)國際競賽”，公開征集具備國際視野、高水平、高標(biāo)準(zhǔn)的設(shè)計(jì)方案，為后續(xù)項(xiàng)目建設(shè)提供依據(jù)，實(shí)現(xiàn)“讓高標(biāo)準(zhǔn)的設(shè)計(jì)引領(lǐng)里湖新城的建設(shè)發(fā)展”。

In order to further promote the implementation of Lihu New Town, build the core landscape demonstration area of Lihu New Town, plan and construct Lihu Central Park, central axis city living room, central waterfront and other projects with high standards, implement "high standard planning", and accelerate orderly construction of the project, the " International Competition of Landscape Design for the Core Area of Lihu New Town " is launched, openly solicit design proposals with international perspectives, high level, and high standards, to provide a basis for subsequent project construction, thus to achieve the purpose of "Let high standard design lead the construction and development of Lihu New Town".

4.    主要工作任務(wù)（最終要求以《競賽技術(shù)文件》為準(zhǔn)）

本項(xiàng)目整體工作內(nèi)容包括：一是對(duì)里湖新城5.6平方公里總體景觀進(jìn)行總體統(tǒng)籌規(guī)劃設(shè)計(jì)；二是對(duì)里湖新城核心區(qū)（里湖中央公園、中央濱水帶（含濱水道路景觀）、中軸線城市客廳（含中軸線周邊道路））的景觀設(shè)計(jì)；三是對(duì)連接里湖中央公園、大朗灣、福南灣的5座景觀橋進(jìn)行一體化設(shè)計(jì)。其中，里湖新城核心區(qū)景觀工程建安總投資約3.55億元，5座景觀橋的建安總投資約為10151萬元。具體工作內(nèi)容及要求如下：

The overall work content of this project includes: I, the overall planning and design of the overall landscape of 5.6 square kilometers of Lihu New Town; II, the core area of Lihu New Town (Lihu Central Park, central waterfront (including waterfront road landscape), the landscape design of the central axis city living room (including the roads around the central axis); III, the integrated design of 5 landscape bridges connecting Lihu Central Park, Dalang Bay, and Funan Bay. Among them, the total investment in the construction and installation of landscape engineering in the core area of Lihu New Town is about RMB355 million, and the total investment in the construction and installation of 5 landscape bridges is about RMB101.51 million. The specific work content and requirements are as follows:

對(duì)里湖新城核心區(qū)包括里湖中央公園、中軸線城市客廳、中央濱水帶及連接3個(gè)島嶼的5座景觀橋進(jìn)行一體化高標(biāo)準(zhǔn)設(shè)計(jì)，包括廣場園建、綠化配置、場地陳設(shè)及城市家具、水岸設(shè)計(jì)、照明設(shè)計(jì)、標(biāo)識(shí)系統(tǒng)、配套用房、景觀廊橋、道路（道路斷面、綠化、人行道布置）等。設(shè)計(jì)深度為概念性方案設(shè)計(jì)。核心區(qū)設(shè)計(jì)面積約34公頃，其中中央公園約5.8公頃，中軸線城市客廳(含中軸線周邊道路)約12.2公頃，中央濱水帶（含濱水道路）約16公頃。

The core area of Lihu New Town includes the Lihu Central Park, the central axis city living room, the central waterfront and the 5 landscape bridges connecting the 3 islands with integrated high-standard design, including square garden construction, greening configuration, site furnishings and the city furniture, waterfront design, lighting design, sign system, supporting houses, landscape bridges, roads (road section, greening, sidewalk layout), etc. The design depth is conceptual design. The design area of the core area is about 34 hectares, of which the central park is about 5.8 hectares, the central axis city living room (including the roads around the central axis) is about 12.2 hectares, and the central waterfront belt (including waterfront roads) is about 16 hectares.

（2）競賽中選設(shè)計(jì)工作內(nèi)容及要求

Follow-up work after competition

1)  中選方案單位在競賽概念方案設(shè)計(jì)成果的基礎(chǔ)上，吸收其他參賽方案的優(yōu)點(diǎn)，并根據(jù)專家評(píng)審意見、競賽組織單位意見等，對(duì)方案進(jìn)行調(diào)整和深化，最終完成以下工作：

On the basis of the deliverable of the conceptual scheme competition,  the selected unit shall absorb the advantages of other competition schemes, and adjust and develop the competition design scheme based on opinions from expert review, competition organizer and relevant department, and complete following work:

①對(duì)里湖新城5.6平方公里總體景觀進(jìn)行統(tǒng)籌規(guī)劃設(shè)計(jì)（包括開發(fā)地塊與公共空間的協(xié)調(diào)規(guī)劃、交通分析、行人和自行車路線策劃、便利設(shè)施設(shè)計(jì)、照明設(shè)計(jì)和品牌打造、開放空間策劃、主要街道景觀設(shè)計(jì)、以及福南灣和大朗灣兩座島嶼的規(guī)劃總體布局）；

Overall planning and design of the overall landscape of 5.6 square kilometers of Lihu New Town (including coordinated planning of development land and public space, traffic analysis, pedestrian and bicycle route planning, convenience facility design, lighting design and brand building, open space planning, main streets Landscape design, and the overall planning of the two islands in Funan Bay and Dalang Bay);

②里湖中央公園、中央濱水帶（含濱水道路景觀）和連接中心島（中央公園）的2座景觀橋的方案設(shè)計(jì)、初步設(shè)計(jì)（含概算）工作，最終成果需滿足《市政公用工程設(shè)計(jì)文件編制深度規(guī)定》（2013年版）中園林和景觀工程、橋梁工程的方案設(shè)計(jì)、初步設(shè)計(jì)文件編制深度要求，以及廣東省和佛山市有關(guān)規(guī)定要求；

Schematic design and preliminary design (including budgetary estimate) work for the Lihu Central Park, the central waterfront (including waterfront road landscape) and the two landscape bridges connecting the central island (central park). The final deliverables need to meet the requirements of “ Regulations of Design document Preparation Depth for Municipal Public Works (2013 edition)” for landscape engineering and bridge engineering, as well as the relevant regulations of Guangdong Province and Foshan City;

③中軸線城市客廳和其他3座景觀橋的方案完善，達(dá)到方案設(shè)計(jì)深度，最終成果需滿足《市政公用工程設(shè)計(jì)文件編制深度規(guī)定》（2013年版）中園林和景觀工程、橋梁工程的方案設(shè)計(jì)文件編制深度要求，以及廣東省和佛山市有關(guān)規(guī)定要求。

The scheme of the central axis city living room and the other 3 landscape bridges shall reach the depth of schematic design. The final deliverable needs to meet the depth requirement of schematic design document preparation for landscape and bridge as stated in the “Regulations of Design document Preparation Depth for Municipal Public Works" (2013 edition), as well as relevant regulations of Guangdong Province and Foshan City.

二、       競賽規(guī)則

II. Competition rules

本次競賽工作分為兩個(gè)階段進(jìn)行：第一階段為資格預(yù)審；第二階段為競賽設(shè)計(jì)。

The competition work is divided into two stages: the first stage is pre-qualification; the second stage is design competition.

1.    第一階段——資格預(yù)審The first stage —— pre-qualification

（1）   本次競賽采用公開競賽的方式，公開接受符合參賽資格條件的境內(nèi)外設(shè)計(jì)單位（包括聯(lián)合體，下同）的參賽申請(qǐng)。

Open competition is to be adopted for this competition, openly accept applications from home and abroad design units (including consortium, the same below) that meet the qualification requirements for participation.

（2）   由資格審查委員會(huì)對(duì)參賽申請(qǐng)單位提交的資格預(yù)審申請(qǐng)文件進(jìn)行審查，采用記名投票方式擇優(yōu)評(píng)選出3家正式參賽單位進(jìn)入第二階段競賽設(shè)計(jì)階段。

The qualification evaluation committee evaluates the pre-qualification application documents submitted by the applicants, and shortlists Three formal participants for the second stage of design competition.

（3）   擇優(yōu)評(píng)選出的3家正式參賽單位將收到由競賽組織單位發(fā)出的參賽邀請(qǐng)函。

The three formal participants units shortlisted will receive invitation letters from the competition organizer.

2.    第二階段——競賽設(shè)計(jì)The second stage——- design competition

（1）3家正式參賽單位按后續(xù)發(fā)布的《競賽技術(shù)文件》要求開展設(shè)計(jì)工作，并按時(shí)提交正式設(shè)計(jì)成果文件，每家限報(bào)1個(gè)設(shè)計(jì)方案，正式參賽單位以外的設(shè)計(jì)單位報(bào)送的設(shè)計(jì)方案將不予受理。

The three formal participants shall carry out design work in accordance with the requirements of the “Competition Technical documents” subsequently issued, and submit the formal design deliverable on time. Each unit shall submit only one design scheme. The design scheme submitted by a design unit other than the formal participating units will not be accepted.

（2）由方案評(píng)審委員會(huì)對(duì)提交的所有設(shè)計(jì)方案進(jìn)行評(píng)審，采用記名投票方式評(píng)選出各參賽方案的名次，其中第一名的參賽方案為本次競賽的中選方案，由中選方案單位完成后續(xù)深化設(shè)計(jì)工作。如第一名方案難以達(dá)到本次競賽目的，中選方案可以空缺。

The scheme evaluation committee will evaluate all the submitted design schemes, and determine the ranking of each entry scheme by registered voting. The No.1 scheme is the winning scheme for this competition, and the winning scheme unit shall complete the subsequent scheme development work. If the No.1 scheme is hard to achieve the purpose of this competition, the winning scheme can be vacant.

中選方案單位不能履約或放棄中選的，參賽保證金不予退還。競賽組織單位可以按照《競賽技術(shù)文件》規(guī)定、專家評(píng)審意見及相關(guān)職能部門意見，重新選擇其它名次方案為中選方案，或中選方案空缺。

If the selected scheme unit cannot fulfill the contract or abandon the selection, the participation deposit will not be refunded. The competition organizer may choose another winning scheme as the selected scheme or vacant in accordance with the "Competition Technical documents ", the review opinion of the expert committee and relevant administrative departments' opinion.

三、       參賽資格條件要求

III. Requirements for Qualifications

（1）  必須具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營業(yè)執(zhí)照或開業(yè)證明；必須具有獨(dú)立法人資格。有以下關(guān)系的設(shè)計(jì)單位，不得同時(shí)參賽：?法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人；?母公司、全資子公司及其控股公司。

There must be a legally registered and valid business license or business certificate; must be qualified as an independent legal person. Design units that hA/Ve the following relationships may not participate at the same time:  The legal representatives of two or more legal persons are of the same person;  The parent company, wholly-owned subsidiary and its holding company.

（2）  中國內(nèi)地設(shè)計(jì)單位必須具備以下資質(zhì)要求其中一項(xiàng)：①工程設(shè)計(jì)綜合甲級(jí)資質(zhì)；②同時(shí)具備風(fēng)景園林工程設(shè)計(jì)專項(xiàng)資質(zhì)甲級(jí)和市政行業(yè)（橋梁工程）專業(yè)設(shè)計(jì)甲級(jí)或以上資質(zhì)。

Design unit from mainland China must hA/Ve one of the following qualifications: ①Comprehensive Grade A qualification for engineering design; ②At the same time, it must possess Grade A qualification for landscape design and Grade A or above qualification for design of municipal industry (bridge engineering).

注：上述第②項(xiàng)資質(zhì)規(guī)定可通過聯(lián)合體形式完成，且聯(lián)合體各成員必須具備第②項(xiàng)資質(zhì)中至少一項(xiàng)。

Note: The above qualification requirements in ② can be done in the form of a consortium, and each member of the consortium must hA/Ve at least one of the qualifications in ②.

（3）  國外及港澳臺(tái)地區(qū)設(shè)計(jì)單位須在國際上有較高知名度，且必須與具備上述第（2）點(diǎn)資質(zhì)條件的中國內(nèi)地設(shè)計(jì)單位組成聯(lián)合體；

Design units from foreign countries, Hong Kong, Macao and Taiwan regions must be fairly well-known in the world, and they must form a consortium with design units from mainland China with the qualifications in above (2);

（4）  參賽申請(qǐng)單位（獨(dú)立或聯(lián)合體）須具有類似城市景觀設(shè)計(jì)和景觀橋梁設(shè)計(jì)的經(jīng)驗(yàn)和案例。

The participating applicants (independent or consortium) must hA/Ve similar experience and undertaken cases of urban landscape design and landscape bridge design.

（5）本次競賽接受聯(lián)合體形式參賽，聯(lián)合體成員不超過3家單位。聯(lián)合體參賽時(shí)須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨(dú)參賽，也不得組成新的聯(lián)合體或參與其他聯(lián)合體，否則參賽資格無效。

This competition accepts participation in form of consortium, with no more than 3 members. The consortium must submit a consortium agreement, and the main member of the consortium should be defined in the agreement. After the members of the consortium hA/Ve signed the Consortium Agreement, they can no longer participate in its own name, nor can they form a new consortium or participate in other consortium, otherwise their qualifications of participation will be invalid.

四、       競賽日程安排

IV. The competition schedule

1. 2020年11月12日—11月23日：發(fā)布公告，接受設(shè)計(jì)單位提交資格預(yù)審申請(qǐng)文件。

Nov.12^th,- Nov.23^rd, 2020: Announcement will be issued to accept the design unit to submit prequalification application documents.

2. 2020年11月下旬：對(duì)資格預(yù)審申請(qǐng)文件進(jìn)行評(píng)審，確定正式參賽單位。

Late-November,2020: evaluate the pre-qualification application documents and confirm the formal participants.

3. 2020年12月4日—2021年1月27日：參賽單位開展方案設(shè)計(jì)工作，競賽設(shè)計(jì)周期約55個(gè)日歷天。

Dec.4^th, 2020-Jan.27^th,2021: Participating units start to work on design scheme, and the competition design cycle is about 55 calendar days.

4. 發(fā)布會(huì)暨現(xiàn)場踏勘時(shí)間計(jì)劃安排在2020年12月10日。

The press conference and site survey is scheduled for Dec.10^th, 2020.

5. 中期匯報(bào)會(huì)時(shí)間計(jì)劃安排在2020年12月底。

The interim report meeting is scheduled for late-December,2020.

6. 專家評(píng)審會(huì)時(shí)間計(jì)劃安排在2021年1月29日。

The expert evaluation meeting is scheduled for Jan.29^th, 2021.

7. 競賽組織單位保留調(diào)整競賽日程安排的權(quán)利。受疫情影響，競賽組織單位將對(duì)具體會(huì)議時(shí)間節(jié)點(diǎn)、形式作適時(shí)調(diào)整，屆時(shí)將以競賽組織單位發(fā)布的通知為準(zhǔn)。

The competition organizer reserves the right to adjust the competition schedule. As affected by the Covid-19 epidemic, the competition organizer  may duly adjust the dates and the ways to the specific meeting time as may be necessary, at that time, the notice issued by the competition organizer shall prevail.

五、       競賽費(fèi)用

V. Competition fee

1.    競賽費(fèi)用Competition fee

（1）   成本補(bǔ)償費(fèi)Cost compensation fee

第一名的參賽單位將獲得競賽組織單位支付的成本補(bǔ)償費(fèi)80萬元（人民幣，含稅，下同）；

The No.1 participant will receive a cost compensation fee of RMB800,000 (RMB, including tax, the same below) paid by the competition organizer.

第二名的參賽單位將獲得競賽組織單位支付的成本補(bǔ)償費(fèi)60萬元。

The No.2 participant will receive a cost compensation fee of RMB600,000  paid by the competition organizer.

第三名的參賽單位將獲得競賽組織單位支付的成本補(bǔ)償費(fèi)50萬元。

The No.3 participant will receive a cost compensation fee of RMB500,000  paid by the competition organizer.

注：參賽方案經(jīng)評(píng)審委員會(huì)評(píng)定為無效方案的參賽單位，將不能獲得相關(guān)競賽費(fèi)用。

Note: Participants whose competition scheme is reviewed as invalid by the evaluation committee will not receive the relevant competition fees.

（2）   中選設(shè)計(jì)費(fèi)Winning design fee

被選定為中選方案的參賽單位，將獲得由競賽組織單位支付的中選設(shè)計(jì)費(fèi)用包干價(jià)826萬元。

Participants selected as the winning scheme will receive a lump sum price of RMB8.26 million for the winning design paid by the competition organizer.
